SUMMARY OF INCIDENT: On October 19, 2026, the Northwest Unit for Special Investigations (NUSI) were notified of an incident that took place in the town of Grand Isle on October 10, 2026, between Kipp Youngman, 57, of Essex Junction, and a juvenile female. Detectives from the Vermont State Police investigated the incident and found probable cause to charge Youngman with lewd and lascivious conduct for making inappropriate physical contact with a juvenile. On November 6, 2026, Youngman was arrested and subsequently released with a citation ordering him to appear at Grand Isle County Superior Court Criminal Division on January 7, 2027, at 0915 hours.
